Veteran's Educational Benefits
All veterans seeking veterans educational benefits must first apply for those
benefits through the Department of Veterans Affairs. Veterans with questions about their eligibility for the various
Veterans Affairs (VA) educational benefit programs should first consult the VA to determine their eligibility for specific
programs.
If you are a veteran who has been determined to be eligible for VA educational
benefits, you should contact the Office of the University Registrar (or the Medical School Registrar's Office for Medical
School students) to determine the proper procedures at Duke for receiving these benefits. These are the offices at Duke
charged with certifying eligibility for Veteran's educational benefits. The University's Approving Official is Bruce
Cunningham, Assistant Vice Provost, University Registrar and Director of the Student Service Center. Jean Ross, Staff
Specialist, serves as the Certifying Official for all veterans seeking certification services and eligibility for VA
benefits, except those veterans enrolled in the Medical School. Steven Wilson is the Certifying Official for the Medical
School. Any questions about Veteran's benefits at Duke should be directed to Jean
Ross or to Steven Wilson, if you are a student in the Medical School.
Yellow Ribbon Program
Effective August 2009, as part of the new GI Bill Chapter 33 program, the VA
introduced the Yellow Ribbon program. The Yellow Ribbon GI Education Enhancement Program (Yellow Ribbon Program) is a
provision of the Post-9/11 Veterans Educational Assistance Act of 2008. This program allows institutions of higher l
earning (degree granting institutions) in the United States to voluntarily enter into an agreement with the VA to fund
tuition expenses that exceed the highest public in-state undergraduate tuition rate. The institution can waive up to 50%
of those expenses and the VA will match the same amount as the institution.
All of the schools at Duke have chosen to participate in this program during
the 2009-10 academic year. The number of students covered and the amount provided varies by school and degree level,
according to the following:

Eligibility For Yellow Ribbon Program Funding at Duke
According to VA regulations, students must be awarded this grant on a "first
come, first served" basis, within each category. To be considered for this grant the student must apply for the benefit
from the VA and obtain a Certificate of Eligibility (COE) from the VA for this program, and be admitted to a qualifying
program at Duke. When the student receives this COE he/she should forward it to Jean Ross, in the University Registrar's
Office, either by mail, by fax, or in person, or to Steven Wilson via the same methods for Medical School students. First
come, first served will be determined solely by the date/time when Jean/Steven receives the COE. Submitting the COE to
the school or college will not suffice. It must be submitted directly to the University Registrar's Office or to the
Medical School, as appropriate. Please note, the student must be admitted before submitting the COE.
Other Stipulations of the Yellow Ribbon Program:
- Per VA regulations, Duke may not expand its Yellow Ribbon offering during the academic year. Each institution
must enroll in the program each academic year but, once enrolled, cannot change it's commitment for that year.
- A student who receives the Yellow Ribbon grant from Duke will continue to receive it as long as the following
conditions exist:
- Duke remains in the program.
- The student remains continuously enrolled in the program for which he/she initially received the benefit.
- The student complies with all VA and Duke required deadlines and procedures.
